Branch of the Regional Planning and Environment Division, South. Led a team of administrative staff at three geographical locations while providing support to three additional locations within MVD. As the Senior Program Analyst, I oversee and manage project and overhead funding, with authorization to make executive decisions as it relates to changes and/or modifications to the Operating Budget and Project funding. In the absence of the Division Chief I attend regular monthly PBAC and other Budget meetings representing the Region, both North and South on all Budget matters. I’m responsible for the formulation and execution of the Annual and Biannual Operating Budget,. Managed and oversaw all expenditures related to training and overhead functions to achieve timely execution. Responsible for reviewing all funding reports before final submission and conducting biweekly meetings with the administrative staff in an effort to maintain a collaborative and productive organization. Provide Monthly Execution Reports (MER), Open Items Review Reports, ULOs and all other reports required by the District’s Budget Office to ensure 100% execution of the Division Budget.

Serves as a senior program analyst and a technical expert responsible for the overall budget/programming process involved in the formulation and execution of the Division and Regional Budget. Responsible for monitoring all project and overhead funds using a variety of database, including, but not limited to CEFMS, excel spreadsheets and other historical data used in order to complete the Initial and Midyear budgets for the Division. Additionally, I manage and provide support to all staff and management throughout the region. Monitored and managed funding, project schedules, and data to allocate funds in CEFMS for direct labor employees.

General knowledge and experience with utilization of concepts, principles, practices, laws, regulations and policies of USACE, specifically AEN policies. Worked within this organization's budgetary policies, processes, procedures and regulations; developing and executing multiyear program and budgeting plans; interpreting legislative and regulatory policy guidance; analyzing program-budgetary relationships to relate to the multi-year programs for planning, estimation and modification of supporting multi-year appropriated funds program and budget estimates. Maintain liaison with officials and personnel within District, Division and Headquarters. Provide program oversight to assure timely operational support and integration of new or changing logistics. Managed input from RPEDS staff for continued mission support and oversaw Workforce Management Support Specialist to address manpower needs for RPEDS Regionalization. Monitored the Consolidated Departmental Overhead (CDO) rate to maintain compliance with approved percentages, reporting inconsistencies to Division Chief and recommending corrective actions.
