2024: Southeast Louisiana Urban Flood Control Project (SELA), Louisiana: Prepared a comprehensive Project Management Plan for Engineering Division (ED)’s efforts to develop thirteen Operation, Maintenance, Repair, Replacement, and Rehabilitation (OMRR&R) and Design Documentation Reports (DDR) documents for Orleans Parish, and four for Jefferson Parish, which included ED input, durations/schedule, and deciding the funding needs for the effort. Addressed comments from MVN ED Chief/complete routing of OMRR&R volumes 1 for Orleans and Jefferson Parishes, and for the DDR JP-5 Pump to the River.

2024: IHNC Lock Study, General Reevaluation Report (GRR): Assisted the Inland Navigation Design Center with preparing a draft detailed project description of the study.

2015 - 2022: IHNC Lock Study, General Reevaluation Report (GRR): MVN Engineering Division (ED) Project Engineer. Developed the engineering appendix with input from design offices and input to the main report, coordinated temporary and permanent St. Claude Bridge options. Managed the ED budget for the study. Administered several Dr. Checks reviews throughout the study phases by identifying reviewers by specialty, addressing comments, and coordinating comment resolution with ED engineers. Prepared a cost-per-year analysis for the study in coordination with other engineers. I attended recurring PDT meetings representing the ED, and I communicated and coordinated tasks to the ED PDT. On a weekly basis, I monitored hot issues and reported to my immediate supervisor and chain of command on the status and progress of work. This allowed me to ensure that work priorities, methods, deadlines, and quality, identified by my supervisor, were met.

2020 - 2024: St. Tammany Parish Feasibility Study (STPFS): Developed the Project Management Plan (PMP) for ED, and prepared budget updates while gathering input from ED offices at various phases of the study. Developed the Engineering Appendix, which included intense and constant coordination, and input from ED engineers and GIS team members. Monitored any outstanding issues for the study that pertained to the ED. I reported to my immediate supervisor and chain of command on the status and progress of work, and due-outs. This allowed me to ensure that work priorities, methods, deadlines, and quality, identified by my supervisor, were met. Oversaw the completion of the QM certificate for the Engineering Appendix, calculations from every ED discipline, and the Hydraulics and Hydrology Appendix. Conducted several meetings with the Real Estate PDT members to finalize the extensive right-of-way information for the alignment in an accurate and consistent manner. I prepared a summary project description of the Optimized TSP and the Recommended Plan, which included coordination with team members from Environmental and Real Estate. Coordinated and addressed comments for the ED for the ATR Review and quality reviews in several phases of the study.

In several phases of the study, there were several tasks that had to be worked on by the ED team concurrently. I prioritized the requests to the engineers as they pertained to the study, by requesting deliverables and working through issues in phases.

2024: Orleans Parish Outfall Canals: Communicated with the Flood Protection Authority – East to resolve issues with final documents and access to ProjectWise.

2009 to 2024: West Closure Complex (WBV-90): Project Engineer. This contract was part of the Hurricane and Storm Damage Risk Reduction System (HSDRRS). Coordinated within ED and other MVN divisions and performed updates to the OMRR&R Volume 3. Administered the Dr. Checks review in MVN. Coordinated with the Mississippi Valley Division (MVD) to conduct the review, and obtain final approval of the manual, and release it to the non-Federal Sponsors (NFS). From 2009 to 2011, coordinated dozens of Dr. Checks reviews with several USACE Districts and the Early Contractor Involvement (ECI) contractor for all packages. Assisted the Project Engineer from Rock Island with documentation, tracking milestones, and other tasks. Put together the Quality Control binders for dozens of packages prepared for the contract. This effort coordinated quality control for the engineering design of the contract features. From 2011 to 2018, I was heavily involved in the preparation of seven (7) DDRs for various features of the contract. Released more than 140 documents for the contract into the Document Tracking System.

2015 - 2024: Completed over a dozen of OMRR&R Manuals Volume 3 for HSDRRS contracts. Completed more than a dozen DDRs for HSDRRS.

2012- 2014: WBV-MRL contracts. Westbank and Vicinity- Mississippi River Levees: Project engineer for several contracts throughout design. Coordinated technical issues within the ED. Point of contact for ED with project management (PM) and other divisions in MVN. Developed DDRs for several contracts.

2007-2011: Project Engineer for several WBV and LPV contracts for the HSDRRS. Participated in weekly meetings to keep track of design and construction schedules. Acted as a point of contact for the engineering department for several contracts by coordinating design due outs within the engineering department and briefing progress to the project manager. Contributed to creating a template for the Design Document Report (DDR). Developed DDRs for several contracts for the HSDRRS.

2006 - 2007: SELA Westminster/Lincolnshire Pump Station: New Generator Building and Water Well. Was responsible for scheduling, coordination, consolidation and review of plans and specifications for 95% BCOE review. Acted as point of contact for ED during design phase, Engineering During Advertisement (EDA), and Engineering During Construction (EDC). Developed the scope of work for the review and EDA. Reviewed A/E price proposal and prepared government estimate for design and EDA phases. Participated in the negotiations with the A/E consultant. Coordinated technical matters with A/E, Jefferson Parish and with other engineers and offices at the MVN and in St. Paul districts.

2006: Davis Pond New Site Operations Building: managed the BCOE review for ED General Engineering. Visited the future construction site and met with CD representatives.

2006: Modification to Caernarvon Freshwater Diversion Project: Developed a Project Management Plan (PMP). Coordinated with other offices in ED to prepare the Relocation letters and Survey request.

2004 - 2005: Louisiana Coastal Area (LCA) Ecosystem Restoration: Developed right of way drawings for areas of MRGO and Lake Borgne. Input in survey requests for the job. Attended meetings, coordinated work with FTL and with Survey Section, prepared documents and drawings as requested by Project Manager. Met with representatives of Louisiana Department of Natural Resources. Worked on preliminary design for stone and stone/gabion options. Field trip by boat to the MRGO and Lake Borgne to observe the site conditions. After hurricanes Katrina and Rita, participated in field trip by helicopter to document the damage to the MRGO and Lake Borgne areas.

2004 and 2006: MRGO Lake Borgne Doullut’s Canal to Jahncke’s Ditch: MRGO North Bank Miles 39.9 to 37.6 Foreshore Protection. Design of foreshore protection. Developed plans and specifications, and coordinated the review of plans and specifications with professional personnel in MVN during the BCOE review. Performed on-site visit. Supervised drafting team.

2003 - 2005: Inner Harbor Navigational Canal Lock (IHNC), Southeast Guidewall and Dolphin Replacement: Coordinated review of transmittals with ED PDT. Reviewed submittals from contractor in construction of pontoon. Met and communicated with contractor and with professional personnel in MVN.

2002 - 2003: Grand Isle North Side Congressional Report: Designed breakwaters to protect portions of Grand Isle and Fifi Island. Developed a set of drawings and provided input for feasibility report.

2004: South Grand Isle Final Inspection: Performed final inspection, took pictures and reported findings.

2003 and 2004: Southwest Pass 2003 Pile Dike Repairs. In conjunction with other engineers, assisted in developing new designs of steel pile dike in substitution of timber pile dike for River Mile 20.14R BHP. The new design was intended to last several years more than the existing timber design. Provided supervision to drafting team.

2003 – 2004: West Atchafalaya Basin Protection Levee Myette Point Boat Launch: Developed Right of Way drawings. Performed field visit; coordinated with A/E for BCOE review comments and design issues.
