  • Supervision: Responsible for the supervisors of the Community Services Division, Evidence/Special Projects Division, Fiscal Management Division and Building and Courtroom Security Division.
  • Internal Affairs: Perform administrative investigations and pre-employment background investigations as directed by the Chief Deputy.
  • Departmental Training: Responsible for scheduling group and individual training for the Office, coordinate lodging, transportation and per diem, when applicable. Also responsible for conducting research on equipment considered for purchase by this Office and prepare reports for Administration.
  • Fleet Management: Responsible for requisitioning new vehicles; coordinating with DPW to send vehicles to auction; coordinate purchase and installation of vehicle accessories; coordinate maintenance and care of the fleet.Law Enforcement Equipment: Responsible for researching and recommending purchase of new equipment to administration. Also responsible for training, accountability and care of purchased equipment.
  • Inventory Records: Responsible for maintaining records of issued and stored equipment.
  • Network Services: communicate with Information Services to stay informed of the current and future technological trends of city parish; Assist with implementation of new technology for the office; Work with individual deputies after implementation to ensure understanding and proper usage; Communicate with Information Services to resolve computer problems; Requisition new computer equipment as directed by administration.

  • During various periods of time as a sergeant supervised the following divisions;
  • Garnishments - Responsible for reviewing the daily deposit prepared by the fiscal specialists for accuracy by counting the number of physical checks and comparing that to the number of checks on the check posting list, then adding each check and comparing the total to the total on the deposit slip. If the totals don’t balance I have to locate each physical check on the check posting sheet to ensure each amount is the same. The daily deposit averages between 75 – 200 checks totaling $35,000 to $90,000 per day. Responsible for ensuring that all Judgments of Garnishment are entered into the Garnishment Computer System correctly. This is done by verifying the principal amount, interest rates, attorney fees, constable fees and any credits entered into the computer system match those listed on the Judgment and Writ. Communicate with attorneys, defendants and plaintiffs to answer questions and resolve problems related to the garnishment process Sign payment vouchers authorizing finance to cut checks for the amounts listed, to the vendors listed, after checking the information listed on the voucher for accuracy Reconcile the cash deposit receipts for bond fees against the bond fee receipt book. Reconcile the garnishment deposit slip against the bank deposit slip. Reconcile the eviction fees, and self-help fees collected against the bank deposit slip. Reconcile the sales and seizures receipts against the bank deposit slip. Review writs prior to release and return to court are prepared to ensure the information is correct and all monies have been collected Serve as the point of contact for information services for all garnishment computer system issues. Working closely with Information Service in the development of the new computer system for the garnishment division. • Civil Process: Responsible for ensuring the clerk responsible for processing the subpoenas, judgments, writs of eviction and condemnations meet the designated deadlines and disseminate the documents to the deputies for service.
  • Internal Affairs: Conduct complex, highly confidential and sensitive administrative investigations and prepares reports for the Administration. Assist in research and formulation of policies and procedures for the Constable’s Office. Establish investigative workloads based on complexity of cases and priority. Work closely with the Parish Attorney’s Office on any incidents that may require follow-up Perform Computer Voice Stress Analysis examinations for the Constable’s Office and other agencies upon request, which is a truth verification examination. This requires a pre-exam interview with the subject to gather information for question formulation. Conduct background investigations on applicants which includes informal interviews with applicants. Conduct field interviews of references, neighbors and employers. It also includes computer aided research such as NCIC, DOL, DMV, AFIS and Westlaw. Receive complaints in person, by phone or through written correspondence, of perceived office and policy violations from the general public and Office personnel Maintain all employee Internal Affairs files in a secure area
  • Reserve Deputy Program Supervisor: Coordinate monthly meetings where training is conducted, new assignments confirmed, previous assignments are reviewed, new information is disseminated, incidents are discussed; Monitor volunteer hours and extra duty hours worked; Coordinate and supervise special events worked.
  • Departmental Training: Conduct firearms training for Office employees. Conduct yearly firearms qualifications and maintain firearms records in a separate and secure location. Conduct firearms training and qualification for other agencies upon request Conducts training of Office personnel in defensive tactics, tactical driving, ADSI computer system and the X26 taser. Maintain training records for each employee Responsible for scheduling group and individual training for the Office, coordinate lodging, transportation and per diem, when applicable Collect and review weekly extra duty reports from each deputy Maintain records of approved extra duty assignments to compare with the weekly extra duty sheets received from deputies for the purpose of ensuring that only approved assignments are being worked Maintain statistical data on civil and criminal process, sales of seized property, monies collected, evidence processed, DARE students taught, garnishment funds processed, number of persons entering the building and contraband confiscated.   • Building and Courtroom Security - Provide a safe working environment for the City Court Judges, employees and the general public; Check courtrooms for security breaches; Open court, maintain order while court is in session; After court, check for security breaches, secure the courtroom; Process all persons through the magnetometer and all packages through the x-ray machine At closing, perform a security check of the City Court Building.
  • DARE Officer - Teach a series of classroom lessons to children in kindergarten through 12th grade on how to resist peer pressure and live productive drug and violence free lives; Communicate with school staff on safety and discipline issues; Coordinate training with school staff; Attend 12 hours of mandatory training each year in current drug trends, teaching techniques and communication skills.

Accomplishments

In 2013, I was selected to attend the prestigious FBI National Academy in Quantico, Virginia (Class #254). Virginia. For context, only one half of one percent of Law Enforcement Officers around the world are selected to attend the FBI National Academy. My courses of study included Legal Issues affecting Law Enforcement Operations, Labor Law, Ethics, Gangs and Drugs. I earned my yellow brick by successfully completing the 6-mile,Marine Corps, obstacle course and earned his blue brick by successfully completing the 34-mile (2176 laps) swim challenge.


In 2014, I was selected as one of 37 officers statewide to become a Master Instructor as part of a comprehensive rewrite of Louisiana’s Police Academy curriculum—the first since 1985. I authored the state’s new 99-page Use of Force training block, now taught statewide. I also served on Louisiana’s elite six-member Master Firearms Instructor Team, certifying instructor candidates across the state.


I retired on December 31, 2022, after 30 years of dedicated service to the Baton Rouge City-Parish Government.
